Rieko Hayakawa, Ph.D

Rieko Hayakawa, PhD, is a Japanese scholar with an expertise in Pacific security, ICT4 Development and ocean law. She is also involved in community activities on Japan-ASEAN youth under the Prime Minister's Office. She managed the Sasakawa Pacific Island Nations Fund from 1991 to 2017, launched the USPNet Upgrade Project as an ODA project for Japan, Australia and New Zealand, and promoted many other projects, including a maritime security project in the Western Pacific. In 2017, she proposed an Indo-Pacific strategy including maritime security to the Abe Government. She holds a master's degree in education and international relations and a PhD in ICT4D (University of Otago, New Zealand). Currently she is completing a PhD in international maritime law at Doshisha University, Kyoto, Japan. She is also secretary of the Japan Indo-Pacific Studies Group.
