Tosh Minohara received his BA from University of California, Davis and his Ph.D. from the Graduate School of Law and Politics at Kobe University, where he currently is professor of US-Japan relations. He also is the chairman of the nonprofit Research Institute for Indo-Pacific Affairs (RIIPA).
