国連総会第３委員会（人権）が１１月１７日、北朝鮮の人権状況に重大な懸念を表明する決議案を採択した。日本人拉致問題に言及し、被害者家族への安否や所在の情報提供と即時帰国の実現を求めた。

欧州連合（ＥＵ）が提出し、日本など６０カ国が「共同提案国」として名を連ねた。投票は行われず、１２月に国連総会本会議で正式採択される見通しだ。

２００５年、北朝鮮の外国人拉致を「組織的な人権侵害」と断じた国連総会決議が採択された。同趣旨の決議は以後、毎年採択され、今年で１７年連続となる。

政治犯収容所での拷問、言論弾圧、移動の制限など、北朝鮮の過酷な人権状況は、脱北者らの証言で広く知られるようになった。

拉致問題の非道も、被害者家族の訴えや、トランプ前米大統領が国連総会演説で取り上げたことなどで問題意識が高まった。

決議案は被害者家族の高齢化が進む中、「被害者と家族が長年にわたって苦しみを経験していることに重大な懸念を表明」した。北朝鮮外務省は、「わが国のイメージに泥を塗ろうとする重大な主権侵害行為で、強力に糾弾、排撃する」と反発した。国際社会の懸念の声に、一切耳を貸さない北朝鮮の態度は容認できない。

事態が膠着（こうちゃく）する中、時間ばかりが刻々と経過している。総会での北朝鮮非難決議が、年に１度の恒例行事のように繰り返されるのは決して好ましくない。

スイス・ジュネーブの国連人権理事会（４７カ国）でも毎年、北朝鮮の人権状況を非難する決議が採択され、拉致問題の解決が求められるが、成果は上がらない。

北朝鮮の人権状況をめぐる議論では、核、ミサイル問題の国連安全保障理事会での攻防同様、中国とロシアが北朝鮮擁護に回っている。今回も反対意見を述べた。

少数民族や民主派、反体制派への弾圧を躊躇（ちゅうちょ）しない中露が、他国の人権弾圧を問題視することはありえない。強権国家同士の結託を警戒すべきだ。

日本は、核、ミサイル、拉致問題の一括解決を目指している。岸田文雄首相は、拉致被害者家族会などの集会で「拉致は私の手で解決する」と決意表明した。

総会決議を通じた国際的な圧力や米国などとの連携、金正恩政権への接触など、あらゆる手段を駆使し、解決を模索してほしい。
